Description of Work:

A sole source 8(a) $3M FFP Indefinite Delivery Indefinite Quantity (IDIQ) contract, for five years, from Air Force District Washington (AFDW-7K) for Medical/Financial Management/Acquisition Support. The technical areas performed under this IDIQ contract include: program management/acquisition support, task orders local and national in scope (Wright-Patt AFB, OH, National Capital Region, and Langley, AFB, VA). Nine Delivery orders (D.O.); nine have been awarded against this IDIQ

D.O. 0001: Air Force Medical Commodity Council (AFMCC), Wright-Patt AFB, OH - Program risk assessment, acquisition planning, source selection, contract surveillance (including the development of automated surveillance tool), market research, general program management. (Task Completed)

D.O.0002: AFDW, Bolling AFB, DC - acquisition and contract administration support; market research, surveys, and data analysis; acquisition strategy planning; operations/management; and source selection support to include: requirements review of PWS, solicitation preparation, Independent Government Cost Estimates, Pre-Award and Post-Award, and technical development services. Monterey uses ClassApps.com’s survey development tool, SelectSurveyASP Advanced, to develop survey instruments and analyze the responses and results. providing full logistical support in establishing and implementing conferences, seminars, and other activities to meet the needs of the small business community. D.O. 0005: This effort is to assist the Air Force Outreach Program Office (AFOPO) and the Air Force Office of Small Business Programs (SAF/SB) in hosting a 3 day educational training event for Manufacturing Technical Assistance Production Program (MTAPP) participating small business manufacturers on emerging Air Force (AF) and Department of Defense (DoD), and other industry supply-chain challenges and a ½ day MTAPP Steering Committee Meeting. The Summit is scheduled to be held the week of 18 June 2007, with a welcome reception the evening of 18 June, educational speakers and training sessions 19 & 20 June, a Graduation Luncheon the day of 20 June followed by the Networking/Matchmaking Session that afternoon  at Hotel Contessa in San Antonio, Texas. This training “summit” is the 7th annual MTAPP event that provides: MTAPP program update information; current AF, DoD, Prime contractor and 1st tier Original Equipment Manufacturers (OEMs) supply chain information relevant to small business manufacturing opportunities from acquisition and supplier diversity professionals; seminars on industry business processes from academia; and networking opportunities for MTAPP participants. The general effort required of the Contractor to plan and execute the summit event Task Completed Aug 07):

  • Pre-Summit Logistics:
    • Responsible for managing the conference budget.
    • Responsible for the selection and purchase of summit menu items to include the pre-summit welcome reception (18 June) , 3 days of continental breakfasts (19, 20, & 21), mid-morning and afternoon breaks and sit-down luncheons, and one (1) semi-formal graduation banquet celebration.
    • Responsible for the rental of and payment for any additional audio-visual equipment necessary to support the summit event over and above what is included in the Hotel’s Contract.
    • Develop a customer satisfaction survey that provides for conference attendees’ feedback on the summit event.
    • Responsible for design, set-up, and implementation of the Summit Registration and Hotel Registration via the selltoairforce.org website on the MTAPP page.

    • Prepare conference packages for attendees that include the attendee’s nametag, summit brochure, conference survey, city maps, tourist sights and local events and MTAPP promotional items.

  • Pre-Summit Marketing:
    • Responsible for marketing and publicizing the summit event.
    • Develop and distribute(which will include postage/mailing of written invitations) written and electronic invitations to attendees, training subject matter experts and guest speakers, luncheon and banquet guest speakers; conference publicity such as “save the date” and other e-mail blasts.
    • Reserve and coordinate the use of the electronic marquee and MTAPP welcome banners for attendees at the San Antonio International Airport.
    • Provide the government a schedule of marketing events/activities at the kick-off meeting for this effort.
  • Summit On-Site Implementation:
    • Provide on-site during the summit events to ensure smooth execution of all activities.
    • Maintain a courtesy/information/administration desk for the duration of the summit.
    • Assist with the facilitation of summit photography.
    • Ensure conference packages (to include summit feedback surveys) are available for distribution at conference check-in. Summit surveys shall be collected from attendees following the networking session on day 3 of the summit.
  • Summit Close-Out Activities:
    • Identify and accomplish all activities immediately following the summit which should include, but not be limited to; the compilation of customer satisfaction surveys, analysis of feedback and preparing a survey summary report with attendee statistics and lessons learned; preparation of appropriate thank-you letters to guest speakers and distinguished guests for the AFOPO Director’s signature; mailing of those thank-you letters, and a final summary report that includes the closeout of catering and audio-visual obligations with the conference site.

D.O. 0006: Air Force Space Command Strategic Sourcing Support. The intent of this task order is to establish a new Commodity Council for Air Force Space Command (AFSPC).  The contractor shall provide comprehensive acquisition support services in support of the Director, Secretary of the Air Force Acquisition Contracting (SAF/AQC). The specific tasks include:

  • Detailed Understanding of the Service: Evaluate historical data, and current Air Force insights to define the specific sub-components of the range testing. Identify, and segment, the historical spend and budget associated with each of the sub-components.  Identify Air Force trends which are anticipated to impact the service.
  • Detailed Understanding of the Market: Research the market for the specified service. Identify the major vendors providing this service in the market. Provide insight on the capabilities, motivators and potential leverage of each vendor.  Identify and gather insights from major customers and stakeholders. Provide recommendations and strategies for interacting with different vendors.
  • Provide Defined Strategy for Sourcing:  Provide an overarching strategy for Air Force wide sourcing of the service. Provide business case to demonstrate the value of the recommended strategy.
  • Knowledge Transfer:  Provide training and knowledge transfer of the strategic sourcing process to the Air Force commodity council.

D.O. 0007: Air Force Small Business Center of Excellence Regionalization Support. The intent of this task order is to provide SAF/SB and the SAFSB COE non-personal technical assistance to support the Small Business Transformation and development of a CONOPS for the Small Business Center of Excellence (COE).  This will include addressing issues such as regionalization, strategic sourcing, BRAC, and bundling and consolidation.  This technical assistance requires the contractor to furnish the necessary personnel, materials, facilities and travel to support the Air Force Small Business COE pilot program, to develop a concept of operations, to perform market research to provide an assessment of the regionalization concept as it relates to small businesses,  to provide training, education and outreach to small business, and to serve as liaison with the Program Management Office for the Regionalization Center at San Antonio, and SAF/SB, AF SB COE, Air Force Materiel Command (AFMC) Lead Major Air Command (MAJCOM) and SAF/AQC. Specific Tasks include:

  • Provide technical, policy and other disciplines relevant to improving SB, HBCU/MI and Native American SB participation in contracting with the Air Force or Air Force prime contractors.
  • Provide technical management assistance to support small business efforts at the Air Force Small Business COE.
  • Develop a concept of operations for small business at the Regional center at San Antonio.  This will include assessing staffing needs for the COE.   The contractor shall work closely with the Regionalization Program Management Office, AFMC Lead MAJCOM, the SB COE, and SAF/SB to develop the plan.
  • Perform market research for the Small Business Center of Excellence to provide a Small Business assessment of initiatives such as installation acquisition transformation, strategic sourcing and bundling to help develop acquisition strategies to mitigate the effects on small businesses.
  • Provide training, education and outreach support for the local small businesses in order to apprise them initiatives within the Air Force such as installation acquisition, strategic sourcing, etc. and to assist them in positioning themselves to meet the changing acquisition strategies to support he regionalization concept.
  • Serve as a liaison between SAF/SB, SAFSB COE, AFMC Lead MAJCOM, SAF/AQC and the Regional Center at San Antonio on matters pertaining to small businesses.
  • Make recommendations, based on data analysis, on work formerly been done by Government Purchase card or with large business, that may now be suitable for small business.
  • Perform data analysis to assess the impact of small business transformation initiatives on the local small businesses.

D.O. 0008: Service Disabled Veteran-Owned Business Program (SDVOSB). The intent of this task order is to provide SAF/SB and the AF Small Business COE non-personal technical assistance to support the Service Disabled Veteran Owned Small Businesses (SDVOSB).   The Veterans Entrepreneurship and Small Business Development Act of 1999 (Public Law 106-50), the Veteran Benefits Act (Public Law 108-183) and Executive Order 13360 (October 20, 2004) established the goal of achieving a minimum of 3% contracts awarded to SDVOSB. This technical assistance support task order requires the contractor to furnish the necessary personnel, materials, facilities and travel to support the Air Force Wounded Warrior Program by formulating, developing, implementing and managing initiatives to increase prime and subcontract opportunities to SDVOSB. Specific tasks include:

  • Provide program management support for the Wound Warrior Program, and in particular, the SDVOSB program.
  • Provide an assessment of the effectiveness of the AF SDVOSB program to determine how to best promote implementation of the Air Force Wounded Warrior Program within 60 days of award of the task order.  The assessment will include a strategic plan that includes actions outlining planned activities with estimated completion dates.
  • Provide a plan to formulate, develop and implement initiatives to increase prime and subcontract opportunities by 50% over the FY06 levels. This will include the following:
    • Analyzing procurement data to identify candidates for SDVOSB.
    • Investigating procurement data to identify candidates for SDVOSB.
    • Coordinating with existing AF and other Federal Programs to increase qualifications of the Wounded Warrior and SDVOSB companies.
    • Establishing and providing support to an advisory council comprised of SDVOSB, HBCU/MI, selected MAJCOM representatives and representative prime contractors.
    • Developing creative solutions to expand programs for SDVOSB.
  • Develop and implement outreach activities for SDVOSB, and serve as a primary interface with companies on Veteran issues.
  • Develop, implement and assist in the management of an on-line Veteran Cyber Networking Center provided as a link from selltoairforce.org.
  • Provide a report with the results of market research and data analysis to determine the underutilized markets for SDVOSB penetration. Develop a plan based on the research to help influence acquisitions officials to include SDVOSBs in their acquisition strategies.
  • Provide assistance and support of the Air Force Wounded Warrior Program manager and AF OSP staff; to include:
    • Integrating provide assistance and support of the Air Force Wounded Warrior Program manager and AF OSP staff.
    • Provide assistance and support of the Air Force Wounded Warrior Program manager and AF OSP staff.
    • Develop training and/or education sessions at designated conferences/symposiums as directed by SAF/SB.
  • Community of Practice (COP). administer the AF Small Business COP to serve as a central point for internal AF information storage and dissemination for matters pertaining to small business programs in general and veterans programs in particular.  The contractor shall coordinate with the designated knowledge owners to develop content and administer the COP according to the guidelines established by Air Force Knowledge Now. A story board of the proposed COP shall be presented         :
    • The COP environment.
    • The COP shall address the different types of knowledge sharing communities within the AF small business environment and will address the key roles and responsibilities required to make the COP successful.
    • Operating principles - work closely with the AF COP knowledge owners to establish basic rules of operation, community member ship and access rights.
    • Collaborative environment - work to establish a collaborative environment among all registered COP members.  The administrator will establish procedures for the creation of workspaces within the COP and for maintaining the currency and validity of the information posted.
    • COP tool features - ensure all registered members are aware of the COP features and functionality by establishing workspaces for COP training and user support.
    • Marketing and Communications - work closely with AF knowledge owners and AF OSPB personnel to create awareness throughout the AF small business community.

D.O. 0009: SAF/SB & SB COE Technical Services Support. The intent of this task order is to provide SAF/SB and AFOPO non-personal technical assistance to support the SB, HBCU/MI, Mentor-Protégé and MTAPP programs. This technical assistance requires the contractor to furnish the necessary personnel, materials, facilities and travel to identify SBs and HBCU/MIs to perform as contractors or subcontractors in support of AF requirements; to review, analyze and target SB and HBCU/MI opportunities to develop methods that increase the penetration of small businesses in the DoD marketplace and to provide SB and HBCU/MI technical and financial resource assistance. Support for SAF/SB’s and AFOPO’s mission of providing both internal and external customers with communications, media and marketing objectives to develop programs and strategies that promote the utilization of SBs and HBCU/MIs is a priority. Specific tasks include:

  • Provide the technical assistance services with specialties either in technical, policy and other disciplines relevant to improving SB, HBCU/MI and Native American SB participation in contracting with the Air Force or Air Force prime contractors.
  • Perform assistance and guidance in market research to identify capable SBs and HBCU/MIs to perform as prime contractors or subcontractors for the Air Force. These efforts support acquisition strategies, commodity councils and regionalization efforts for specific Air Force requirements (or group of requirements).
  • Provide guidance for assessing capabilities; identifying profiles, specific capabilities in accordance with commercial, military and federal standards and qualifications, and assessing qualifications as they relate to actual and potential performance of prime and subcontracting opportunities.  The contractor shall provide technical assistance services relating to capability assessment to support AF requirements.
  • Provide technical assistance to support SAF/SB’s position on commodity councils.
  • Provide technical management assistance to support and expand the capabilities and efforts of the SAF/SB staff.
  • Formulate and execute a review process to assess the effectiveness of participation by SBs in the Air Force Subcontracting Program (outside of those reviewed by Defense Contract Management Agency) and the effectiveness in enhancing prime contractors in achieving the Air Force’s SB program goals and objectives.
  • Perform data program management, characterization analysis and data entry in support of selected programs and assist MAJCOMS in their analysis.
  • Plan and manage a community relations program which is designed to promote positive relations between the Air Force and surrounding comities. Assess, analyze and validates (through surveys and other methods) Air Force small business relations with local industry.
  • Provide liaison with local, state and national legislative offices, Chambers of Commerce, Economic Development Departments, special interest groups, outreach organizations, and small business advocacy groups.
  • Create, implement and oversee communication programs that effectively promote the Air Force small business program.  Provide liaison between the local public affairs office for media activities and assist in cultivating relationships with local, regional, and national media representatives.
  • Develop surveys and performs marketing analysis to identify needs and wants of various small business focus areas or wider audiences, using survey techniques such as open forum interviews, comment cards, written, oral, and/or electronic surveys.  Accurately apply market data techniques to examine issues or problems.
  • Provide support as lead point of contact on various special projects as assigned to include developing information literature and brochures, advocate listings, and similar technical assistance media.
  • Provide all necessary support to the SAF/SB website.
  • Provide full logistical support in establishing and implementing conferences, seminars, and other activities to meet the needs of the small business community.
