Current Contracts

Monterey has six (6) active contracts with federal agencies as briefly described below. Following this is a list of completed services that Monterey has successfully completed since incorporation in 1997:

  • Air Force District Washington (AFDW), Bolling AFB, DC:

In October 2005, AFDW/A7K awarded Monterey a sole source 8(a), three year Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with the scope of delivery orders being local and national (National Capital Region, Langley AFB, VA and Wright-Patterson AFB, OH). The technical areas performed under this contract include: program management/acquisition support, acquisition/contract administration support, specialized market research, acquisition strategy planning, operations/management, source selection, requirements review of performance work statements (PWS), solicitation preparation, Independent Government Cost Estimates, pre-award/post award support, and technical development services.

  • Army Mentor-Protégé Program (MPP) and Small Business Programs:

The army awarded this 8(a) competitive FFP IDIQ contract to Monterey in June 2005. The taskings for this effort include: MPP database development, statistical analysis reporting, outreach support, conference and symposia support, Internet support, program management support, development of a centralized advanced acquisition forecast system, specialized market research, and program area support for the Army MPP and other small business programs such as , service-disabled veteran-owned, women-owned, HubZone, and HBCU/MIs.

  • Defense Logistics Information Service (DLIS)

A unique organization that falls under the Defense Logistics Agency (DLA): DLIS awarded Monterey an 8(a) competitive contact in April 2005. The objective of this effort is for Monterey to provide facilitation, consultation and training services in direct support of enhancing the DLIS mission and vision. Monterey, in close consultation with DLIS senior management, is providing assistance with the development and implementation of a DLIS corporate “Balanced Scorecard” process and facilitation of strategic planning sessions with the desired outcome resulting in the setting realistic organizational goals, strategies and objectives along with curriculum development for use in training DLIS employees. The primary focus of this effort is supporting the direction of DLIS for a better line up with DLA goals and objectives.

  • Director of Air Force Small Business Programs (SAF/SB):

This FFP contract, awarded by AFDW/A7K in December 2005 and managed by SAF/SB, is the continuation of the original 1997 8(a) sole source award. Delivery orders 001 through 005 have been completed. Four delivery orders (006 through 009) have been added.  The taskings for this effort include: Air Force Space Command Strategic Sourcing Support, Air Force Small Business Center of Excellence Regionalization Support, Service Disabled Veteran-Owned Business (SDVOSB) Program Support, and SAF/SB and SB COE Technical Services Support.

  • Administrative, Data, Contract Closeout and Clerical:

Monterey was awarded a three year, IDIQ sole source contract in March 2004 to provide support for the 311th HSW/PKVAA Contracting activity. This support includes the following tasks: performance of office automation duties to include the use of automated programs and software, databases and the design/update of Web Pages; management analysis functions for evaluating data of assigned organizations and programs; providing general clerical service; providing high-level administrative support for the award and administration of delivery orders; and performing all required clerical duties in support of the contract closeout activities for physically completed contracts.

  • Environmental Protection Agency (EPA):

The Environmental Protection Agency (EPA), Office of Environmental Information (OEI) issued a three year GSA contract (Time and Material delivery order) for conference support activities on its two “national” meetings each year. EPA’s OEI sponsors two annual nationwide conferences the National Symposium and OEI Program Management and Strategic Planning Meeting which involved several hundred participants (Government and industry experts) from around the nation. The taskings involve providing all necessary activities in support of the following areas: (1) communication and outreach, (2) meeting execution, (3) meeting follow-up, and (4) advance planning.

Completed Services

  • Air Force Mentor-Protégé Program (MPP):

Monterey provided support to the Air Force for this program from January 1998 through July 2005 and was a primary catalyst in the establishment of the Air Force Mentor-Protégé Center of Excellence (AFMPCOE). The taskings for this effort included the following: assisted in developing an outreach program through the creation/maintenance of a MPP web site, co-authoring with the government program manager the Air Force Mentor-Protégé Handbook, and other media; assisted in the establishment and maintenance of a comprehensive program for the management, review and administration of the AFMPCOE implementation of the DoD Pilot Mentor-Protégé Program; developed, implemented, maintained, and improved automated software tools to support the various missions of the AFMPCOE; developed automated and manual data collection plans; performed statistical analysis of data under AFMPCOE program areas to help the AFMPCOE in assessing the effectiveness of its programs in relation to meeting mission requirements; provided Internet/Extranet support to ensure information was effectively and easily provided to AMPCOE customers via its Mentor-Protégé Home Page (reviewed and updated as required); and provided technical, managerial and administrative services in support of planning and execution of conferences, program review meetings, training programs, and other meetings (e.g., regional roundtables).

  • Long Range Acquisition Estimates (LRAE) Database:

The LRAE is the Air Force's procurement forecast for each fiscal year, mandated by Congress for all Federal agencies. The primary purpose of the LRAE provides businesses the resources with which they can identify participation opportunities early in the acquisition/budget process. The LRAE helps immensely in the timeliness and responsiveness of proposals. Monterey initially prepared and distributed the LRAE via hardcopies and then diskettes. Monterey designed, developed and deployed an automated/searchable LRAE tool for the Air Force to enhance its usefulness by providing it in real-time and ensuring the data was accurate, complete and correct at all times.

  • Air Force Interactive Electronic Mall (IEM):

This contract was a five (5) year, 8(a) effort awarded competitively to Monterey in 1998 to support the Air Force Director of Small Business Programs (SAF/SB). It focused on five (5) key thrust areas to include: (1) development and maintenance, (2) development of a marketing strategy, (3) providing technical assistance and training, (4) developing databases to support the IEM and (5) providing audit accountability to the program. The primary purpose and objective of this contract was to expand opportunities and participation by HBCU/MIs with emphasis on tribal colleges and universities, U.S. Air Force, small businesses and prime contractors. Monterey successfully designed, developed, and maintained the IEM and the IEM was so effective that participation was expanded to include small businesses as potential teaming partners with HBCU/MIs.

  • Native American Initiative (NAI):

Monterey provided support for the NAI that was launched in the Montana and Wyoming regions to raise Native American small business contracting and subcontracting participation. The NAI called for focused outreach and training, matching requirements with capabilities, and leveraging partnerships in order to enhance opportunities for Native American and Tribally Held firms to compete for Air Force contracts. In 2002, the NAI was transformed into a nation-wide effort. Monterey supported this initiative by providing special emphasis on Native American firms, collecting relevant small business program data and analyzing that data, and providing program management oversight. Monterey’s participation in this initiative helped the Air Force achieve a 264% increase in contracts awarded to Native American Small businesses.

  • Air Force Institute of Technology (AFIT) Graduate School of Engineering:

Monterey provided subcontract support to HJ Ford for AFIT’s Knowledge Management (KM) project. This support included an initial phase plus a second phase. The first phase consisted mainly of data and generation of proposals for follow-on projects regarding AFIT’s current business practices, assessing current and near-term information technology architecture and its to support the business practices in comparison to AFIT peer institutions. The second phase derived from the first phase baseline that was used to develop plans and metrics to measure progress. Monterey made recommendations to AFIT for adapting business processes and/or implementing a KM technology via defined projects to improve overall efficiency. Monterey assisted HJ Ford in providing technical solutions, developing implementation plans, all installation, testing and training, and the final roll-out/implementation activities.

  • U.S. Department of Veterans Affairs, Center for Veterans Excellence (CVE):

Monterey won (August 2005) a competitive 8(a) FFP IDIQ contract to support CVE. The initial delivery order required Monterey to provide CVE with web based support in the following areas: database management and web site support, maintain the Internet version of veterans’ business repository “VetBiz Vendor Information Pages (VIP), ensure VIP is easy to use and easy to understand, and maintain the Internet based software application Assistance Program Pages (APP) to enable veterans to create electronic pages describing their business offerings.

  • Department of Transportation (DOT) :

The Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) issued a purchase order (DTPH56-06-P-000055 for the development of a computer based contracting officer’s technical representative (COTR) refresher course. Monterey has been tasked to tailor its existing computer based COTR course to DOT’s unique requirements and reduce it from a full 40 hour to a two hour refresher course. The course will be delivered in CD/DVD format for downloading to DOT’s server with the inclusion of the capability for managers to conduct on-line oversight on COTR’s progress on their annual training. Monterey will also deliver a COTR manual to PHSMA.

  • Department of Homeland Security (DHS) :

A subcontract was issued by Government Contracts Consultants (GCC) in support of its A-76 prime delivery order (HSCEOP-06-P-01828/018289) with the Department of Homeland Security (DHS). The A-76 (7 Jul – 31 Aug 06) and MEO study (15 Jul – 30 Sep 06) involved travel to designated sites/functions in multiple cities (e.g., Los Angeles, Ft Walton Beach, Dallas, Phoenix, Seattle, Yuma).
