The GSA MOBIS program offers a full range of management and consulting services that can improve a federal agency's performance and their endeavor in meeting mission goals.

MOBIS contractors possess the necessary expertise to facilitate how the federal government responds to a continuous stream of new mandates and evolutionary influences including the President's Management Agenda; Government Performance and Results Act; Federal Acquisition Streamlining Act; OMB Circular A-76; Federal Activities Inventory Reform Act; government reinvention initiatives such as benchmarking and streamlining.

The GSA Veterans Technology Services (VETS) Governmentwide Acquisition Contract (GWAC) is a small business set-aside contract for service-disabled veteran-owned (SDVO) small technology firms. It is the result of Executive Order 13360 that is designed to strengthen federal contracting opportunities for SDVO firms. 

VETS presents a new way for federal agencies to achieve small business goals through purchase of Information Technology solutions from small businesses owned by services-disabled veterans.

In response to declining budgets, the Naval Sea Systems Command (NAVSEA) and its Warfare Centers, which are responsible for the acquisition of all US Navy ship and shipboard systems, targeted a reduction in the cost of services for its headquarters Directorates, Program Executive Offices (PEOs) and field activities. As the first major step towards achieving this goal, NAVSEA embarked on a business process re-engineering effort to maximize the efficiency and economy of support service procurement. This effort, collectively referred to as SeaPort, took a three pronged approach: 1) the award of multiple award contracts (MAC) with innovative contracting provisions, 2) the launch of a web based commercial e-procurement portal solution, and 3) the development of a web site (www.seaport.navy.mil) to serve as the entry point to portal. These three efforts converged on 2 April 2001, when NAVSEA awarded the multiple contracts and launched the market place and the web site.

On 5 April 2004, a new set of MACs were awarded to 151 new MAC holders in a program called SeaPort Enhanced (SeaPort-e). While available to the all NAVSEA activities, SeaPort-e is geared to satisfy the mission and requirements of the Surface and Undersea Warfare Centers. SeaPort-e uses the same successful business model of SeaPort, including the streamlined acquisition procedures, e-procurement portal, and innovate contracting provisions.

Monterey has several Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicles which may be available for use by potential clients.

AFDW BOSS

Monterey was awarded a sole source 8(a) FFP Indefinite Delivery Indefinite Quantity (IDIQ) contract, for five years, from AFDW/A7K for Medical/Acquisition Support, in September 2005. The technical areas performed under this IDIQ contract include: program management/acquisition support, task orders local and national in scope (Wright-Patt AFB, OH, National Capital Region, and Langley, AFB, VA). Nine Delivery orders (D.O.); nine have been awarded against this IDIQ.

Army SADBU

The taskings for this effort include: (1) MPP Database Development, (2) Statistical Analysis Reporting, (3) Outreach Support, (4) Conference/Symposia Support, (5) Internet Support, (6) Program Management Support, (7) Advanced Acquisition Forecast Database Management Support, (8) Market Research Support and (9) Program Area Support for the Army MPP and Small Programs.

Brooks City-Base

Award of an Air Force Center for Engineering and the Environment (AFCEE) contract to support 311 HSW/PK at Brooks City-Base, TX with complete contract closeout for physically complete contracts along with management analysis and administrative support to AFCEE senior management.
